Capping global warming at 1.5C above pre-industrial levels will require "rapid, far-reaching and unprecedented changes in all aspects of society", the IPCC said.

"What I hope this report will do is change the discourse on mitigation, with countries understanding mitigation not as a burden but as an opportunity", said Diana Ürge-Vorsatz, vice-chair of the Working Group III.

Didier Roche, President of the EGU Climate: Past, Present and Future Division, highlighted the differences between the two global warming limits included in the Paris climate agreement as analysed in detail in SR15: "You might think that 1.5°C versus 2°C is a small difference".

"The window on keeping global warming below 1.5 degrees C is closing rapidly and the current emissions pledges made by signatories to the Paris Agreement do not add up to us achieving that goal", added King.

Limiting the increase to 1.5 degrees would also have a dramatic impact on economic growth and development in poorer countries, which could reduce the number of people both exposed to climate-related risks and susceptible to poverty by several hundred million by 2050, it said.

Governments are set to meet at the Katowice Climate Change Conference in Poland in December to discuss the report and steps that can be taken to address climate change.

One of the lead authors, Murdoch University climate scientist Jatin Kala, said even if global warming was kept to 1.5C there could still be "dire consequences" for WA's South West, such as altered growing seasons in the Wheatbelt and wine regions such as the Swan Valley.

The unprecedented flooding in Kerala, drought in Cape Town and searing heat waves in Europe are signs that climate change is already happening.

Before the Paris Agreement was inked in 2015, almost a decade of scientific research rested on the assumption that 2C was the guardrail for a climate-safe world.

- It will require a huge ramp-up in renewables so they generate 70-85% of electricity supplies by 2050, while coal power's share of the mix tumbles to nearly nothing.

"1.5 degrees is the new 2 degrees", Jennifer Morgan, executive director of Greenpeace International, told The Washington Post after attending the finalisation of the IPCC report in Incheon, the Republic of Korea.

Methods to take excess carbon out of the atmosphere will also be needed.

Scientists have long warned that mankind should limit warming to 2 deg C to avoid catastrophic climate change.

These carbon dioxide scrubbing techniques would be particularly vital if the global temperature were to briefly peak above 1.5°C before being wrestled back down below the target by the end of the century.

The Government and its climate advisers have been waiting for the findings of the report.
