In North Carolina, transportation officials Tuesday continued advising motorists who ordinarily might take southbound I-95 from Virginia to SC that flooding has made long sections of I-95 in North Carolina impassable.

With Wilmington still mostly an island surrounded by Hurricane Florence's floodwaters and residents waiting in hours-long lines for supplies, North Carolina's governor is pleading with thousands of evacuees to be patient and not return home just yet.

"I was born & raised in #WrightsvilleBeach #NC - having lived thru many hurricanes, I know that beach communities can get complacent & not take storms seriously. Please, to everyone in my home state, PREPARE.This storm is SERIOUS.Remember, whenever u go, your pets go too".

Trump at times has struggled to project empathy during national crisis.

More than 5 million gallons (18 million liters) of partially treated sewage spilled into the Cape Fear River after power went out at a treatment plant, officials said, and the earthen dam of a pond holding hog waste was breached, spilling its contents.

Trump's visit will also include stops in both North and SC, where White House Press Secretary Sarah Sanders said that the president will hear from a "pretty large delegation". The area suffered significant damage, with branches down and piles of debris.

"If she shows up and makes a credible showing, that'll be very interesting", the president said, adding that he "really would want to see what she has to say".

"This is a tough hurricane - one of the wettest we've ever seen, from the standpoint of water", Trump said in a video tweeted out Wednesday.

"GPS navigation companies are not keeping up with all the road closures and are directing people onto roads that are confirmed closed and flooded", said a statement issued by the North Carolina Department of Transportation. "This will be a total lie, but that's what they do, and everybody knows it!"

Residents hit hard by the storm will be looking to the federal government for help recovering and rebuilding. Thousands of others around the state waited in shelters for the all-clear.

Trump is visiting Temple Baptist Church in New Bern.

Adrienne Murphy, 38, has been staying with relatives on higher ground after being evacuated from her home near the river.

Through tears, she said she has survived hurricanes Floyd in 1999 and Matthew in 2016 but "this has been the absolute worst one". "No community can do it alone", said Eddie Cora, president of the Miami-Dade County Fair & Exposition in a release.
