California challenges world with green-power goal

California and Governor Brown are responding to the crisis and opportunity of our time. The legislation requires retail electricity suppliers within the state to secure 100 percent of their power from renewables or zero-emissions sources by 2045 and updates the state's existing renewable portfolio standard (RPS).

California Gov. Jerry Brown wants the state to remove as much carbon dioxide from the air as it emits.

This leaves the door open to carbon-neutral power generated by nuclear reactors, geothermal sources or even natural gas, if CO2 emissions are converted into fuel or syphoned off into secure storage underground, a technology known as carbon capture and storage. In a poll in July by the Public Policy Institute of California, a non-partisan research organization, 67 percent of likely voters said they favored the 100 percent clean energy measure, and 21 percent opposed it.

"This bill and the executive order put California on a path to meet the goals of Paris and beyond".

Seeking to cement California's reputation as a global leader in combatting climate change, Gov. Nevertheless, pursuing 100% renewable energy has never been more important, as we get closer to entering a time that scientists say will be the point of no return from irreversible climate damage.

"Those who don't want it are going to be foisting very high prices on California, and I think there will be resistance to that", Brown said.

EZRA DAVID ROMERO, BYLINE: The law requires the state to gradually collect all its electricity from clean sources like hydropower, solar and wind.

The state of California is the world's fifth largest economy, and in many cases, it already sets some of the most ambitious environmental goals on the continent, if not the planet.

Without referring to Trump, Brown said Monday that climate change was an "existential threat", adding, "No matter what the naysayers may say, it is a real and present danger to California and to the people of the world".

Opponents - including the state's investor-owned utilities run by PG&E Corp., Edison International and Sempra Energy - raised concerns that the requirement would increase electricity costs.

JERRY BROWN: California has been doing stuff most of the world is just hoping they might get to someday. We have the power to create the future that our children deserve - but only if we replace fossil fuels with clean energy by the middle of this century.

The bill passed the state Assembly by a vote of 44-33 and the state Senate 25-13 late last month.

Starting Wednesday, government and industry officials and climate activists will gather in San Francisco for the Global Climate Action Summit. Democratic State Senator Kevin de Leon wrote the bill. "Planning needs to start now to allow a smooth transition to a 100% clean electricity system, avoiding stranded investments and driving better outcomes for families and businesses across California".
