Ducey told reporters on Tuesday at his office at the Arizona Capitol tower that he made the decision with careful deliberation and sought to pick the most qualified person.
Gov. Doug Ducey announced Tuesday that he has appointed former Sen.
"Jon Kyl is a dear friend of mine and John's", she tweeted on Tuesday. "It's a great tribute to John that he is prepared to go back into public service to help the state of Arizona", she wrote.
Former Arizona Sen. Jon Kyl is well-respected in Arizona and has been able to avoid numerous battles with activists that complicated the late John McCain's career and that of the state's other senator, Jeff Flake.

Either way, Kyle is expected to be a placeholder, not running in 2020, when voters will get to decide who fills the remainder of McCain's seat through 2022. Some Arizonans also said they would have liked to see McCain's wife Cindy named to fill his seat.
The Kyl pick could allow Ducey to have his uncontroversial caretaker - and his long-term, far-right Senate appointment, too.
His work there was primarily focused on tax issues affecting the company, but Kyl's firm, Covington & Burling, also lobbied the House and Senate to drum up support for the B-21 bomber, a stealth aircraft Northrop Grumman is building for the Air Force.
One of his first tasks will be to vote in President Donald Trump's nominee for United States Supreme Court, Brett Kavanaugh. As such, he'll be able to vote on Kavanaugh's nomination.

"I've tried to learn from his example, and I wish I could say I've emulated him, but regrettably, as Arizonans and my Senate colleagues can attest, I still possess a short supply of some of Jon's most conspicuous leadership qualities", McCain said in a tongue-in-cheek portion of his remarks.

For now, Kyl will pad Republicans' margin in the narrowly divided Senate.
Ducey is required to appoint a replacement under Arizona law.
