Dear America, chill out. New standards will save lives and not ruin the world

Automakers have said they want improved efficiency but also want standards that account for the massive shift from cars to trucks and SUVs. The EPA estimates that the new rules would result in a 0.003 degree Celsius difference in the global climate by the year 2100, compared with the Obama-era mandate. But any plans to freeze clean air rules and strip California of its power to set its own rules is drawing fire from members of both parties.
It argued that this policy change was necessary because the Obama administration's standards "raised the cost and decreased the supply of newer, safer vehicles".
"EPA is proposing to withdraw the waiver granted to California in 2013 for the GHG [Greenhouse Gas] and ZEV [Zero Emissions Vehicles] requirements of its Advanced Clean Cars program", the proposal says. In our federalist system, California and other states should be able to experiment with what is permissible on their roadways. Under the Obama-era plan, the target was 54.5 miles per gallon by 2025.
Trump in March 2017 announced his administration would be reopening a review of the Obama automobile rules that he and some automakers said was unfairly cut short by Obama's EPA.
Trump's plan also undercuts California's long-standing ability to set its own tailpipe restrictions, most recently in an effort to curb greenhouse gas emissions.
Environmental groups in ME, which is among the states that adopted California's tougher emissions requirements for new cars, and around the country quickly denounced the widely anticipated move.
About a third of these projected savings, or $198 billion, are tied to the agencies' assertion that, by slowing pace at which new vehicles get more expensive, they'll allow people to replace older and less-safe cars more rapidly. The timeline could then align with the finalization of the fuel efficiency changes, as the proposed rule still needs to work its way through a lengthy public comment process.
Representatives of the USA auto industry praised the administration's proposal, even as some automakers privately have expressed unease at the prospect of abrupt changes in fuel standards and having to meet different standards in different states.
"It means that the federal government will have slightly less control over the kinds of cars and trucks people can buy", Ebell said. Assuming, strictly for illustration purposes, a gasoline price of three dollars per gallon, that would result in an increased annual fuel expenditure of about $318.
The soaring prices of cars have led more Americans to hold off on new auto purchases. That will be the strategy for the fuel efficiency freeze.
The administration said the proposed rollback would mean billions of dollars in regulatory savings for vehicle manufacturers.
But critics of the proposal note that the auto industry had a stretch of strong sales from 2010 to 2017, with several years seeing record sales, because consumers want more fuel-efficient vehicles.
Transport has become the largest sector source of greenhouse gas emissions in the United States, as cheap fuel has encouraged Americans to buy larger vehicles such as SUVs.
The rules also claim that keeping the lower mpg requirements will prevent 12,700 fatalities and many more injuries on American roads. In 1992, a federals appeals court ruled that the NHTSA was using "bureaucratic mumbo-jumbo" to avoid addressing the lethal effects of the CAFE standards.
