"The Deepwater Horizon oil spill in the Gulf of Mexico and resulting environmental crisis is a stark reminder of how vulnerable our marine environments are, and how much communities and the Nation rely on healthy and resilient ocean and coastal ecosystems", the order states.

The president said he was creating a smaller Ocean Policy Committee while eliminating "duplicative" regional planning bodies created under Obama.

Trump's new policy also doesn't mandate federal agencies collaborate with states and tribes on ocean management, which Brooks said is a problem.

Not only is there no mention of the spill in the new policy, but it references the importance of oil drilling as well as commercial fishing, shipping, and other industries. The directive called on state and federal governments to work together to promote "healthy ocean ecosystems". That means that the order wants to encourage more drilling for oil and industrial use of the world's oceans and Canada's great lakes.

The National Ocean Industries Association, which represents companies involving in offshore drilling and offshore wind, said Obama's policy "caused consternation, uncertainty and concern for the offshore energy industry and other ocean stakeholders".

"America's stewardship of the ocean, our coasts, and the Great Lakes is intrinsically linked to environmental sustainability, human health and well-being, national prosperity, adaptation to climate and other environmental changes, social justice, global diplomacy, and national and homeland security", Obama's order stated.

However, the National Ocean Policy Coalition, a group made up of oil and gas companies, fishermen and other industries, applauds Trump's move.
