Comey wrote an op-ed in The New York Times on Thursday saying he doesn't agree with all of the inspector general's findings, but that he respects the investigation.

"It will be vital that the IG thoroughly review whether these leaks informed public statements by Trump campaign surrogates, including Rudy Giuliani, who boasted of foreknowledge about DOJ and Federal Bureau of Investigation actions in the weeks prior to election day", said Rep. Adam Schiff (Calif.), the top Democrat on the House intelligence committee, in a statement Thursday.

"What is taking so long with the Inspector General's Report on Crooked Hillary and Slippery James Comey".

In October 2016, less than two weeks before Election Day, Comey sent members of Congress a letter disclosing that a probe into Clinton's emails was being reopened after new emails were found.

Comey declined to comment when approached Thursday in Minneapolis. It also stated, however, that investigators have so far found no evidence that Strzok's bias affected either investigation: "our review did not find documentary or testimonial evidence directly connecting the political views these employees expressed in their text messages and instant messages to the specific investigative decisions we reviewed in Chapter Five..."

The partisan investigation charges that the FBI did not follow legal precedent and treated the Clinton probe differently from other cases.

"This is as wrong as it gets", the six-term congressman said. Once they were assessed, they did not change the FBI's previous conclusions.

The report from the inspector general also criticises Comey for not keeping his superiors at the Justice Department, including then-Attorney General Loretta Lynch, properly informed about his handling of the investigation, said the people, who spoke to The Associated Press on condition of anonymity because the report was not yet public.

"The conduct by these employees cast a cloud over the entire FBI investigation", the inspector general, Michael Horowitz, said in the report.

The inquiry has focused on whether public statements made by Comey about Democrat Mrs Clinton's use of a private email server while she was secretary of state were based on "improper considerations".

In one newly released email from August 2016, Ms Page wrote to Mr Strzok asking: "Trump's not ever going to become president, right?"

Mr Trump is certain to try to use the report to validate his firing of Mr Comey past year. Congressional Democrats also say it was unfair for Comey to publicly discuss the Clinton investigation while keeping mum about the FBI's investigation of the Trump campaign's possible ties to Russian Federation.

On Wednesday, on the eve of the report's release, Sen.

The DOJ inspector general panned many of his key decisions, though he did agree with the recommendation not to charge Clinton.

The report also criticizes Comey for publicly announcing his recommendation against criminal charges for Hillary Clinton in the email investigation, hiding his intentions from the attorney general. "They should not have revealed that they had reopened the case just days before the election".

The communications show favoritism towards Hillary in the agents' personal views, but also in how various aspects of the investigation should be conducted. Another Democrat, Sen. Chris Coons of DE, tweeted that the report is not proof of a conspiracy and that Mueller's investigation into Russian interference in the election should be allowed to proceed without interference.
