Scenes of devastating damage - and feelings of aching familiarity - overwhelmed residents of a small Maryland town Sunday as flash floods ripped through the area, topping similar havoc wreaked on Ellicott City in 2016.

Larry Hogan declared a state of emergency Sunday in Howard County as a massive storm drenched the Baltimore region, triggering flash floods in Ellicott City and leaving one person missing.

Not even two years after a flood ravaged a Howard County city in 2016, it was again besieged by rushing waters, turning its main street into a raging river.

Authorities say Ellicott City, on the west bank of Maryland's Patapsco River, is prone to periodic flooding.

Portalli's Italian Restaurant employee Arianna Wilgar said the water had reached the establishment's second floor. But he added that because he covered the same flooding two years ago, "this is emotional". No injuries have been reported.

Multiple area fire and rescue crews, including Montgomery and Prince George's Counties, worked to help people stranded in their homes in the area. A spokeswoman in Baltimore County said the fire department has received dozens of calls about cars stuck in high water, as well as flooded basements. One sight during the flood: a handmade, white flag hung from an upper story of a Main Street building bearing the letters SOS.

"The place looked terrific" after renovations from the last flood, he told CNN.

He said the storm could drop 10 to 12 inches of rain total, before it finally ends between 7:30 p.m. and 8:30 p.m.

On Sunday, Gov. Hogan came to Ellicott City to assess the damage, along with Lt. Gov. Boyd Rutherford and County Executive Kittleman.

Some Baltimore County roads were also flooded. The state will continue to provide all available resources to assist Howard County with their response to this extremely risky and ongoing situation. He asks that those in the area stay off roads. Those seeking shelter can go to the Roger Carter Community Center at 3000 Milltowne Drive. On Twitter, Hogan urged residents to seek higher ground if their area is under a flash flood warning.
