David Apol, the acting director of the Government Ethics Office, said in a letter appended to Trump's 2018 financial disclosure form that a payment Cohen made to "a third party" on behalf of the president during the 2016 election meets the requirements for a reportable "loan".

Trump confirmed on May 3 that he had reimbursed Cohen the United States dollars 130,000 he had given to Daniels days before the 2016 election to buy her silence over an alleged affair with the then presidential candidate.

"Avenatti's fast and loose style is exactly why a protective order should be granted", attorney Peter Gleason said of the attorney for Stephanie Clifford, who made a name for herself as Stormy Daniels in the adult-entertainment world. The president denies the affair, and initially denied all knowledge of the payment, which Cohen has acknowledged was meant to stop her from going public with the allegations.

Mueller's investigation has increasingly focused on Cohen and includes his work on Trump Tower Moscow, his personal business holdings and any payments to women who claimed they had affairs with Trump. Mr Trump's lawyer said his client "vehemently denies" the claim.

The messages about Trump Tower Moscow, which were sent to Russian-born Trump associate Felix Sater, are now in the hands of Robert Mueller, the special counsel investigating possible Russian interference in the 2016 US presidential election.

The Washington Post reported that Mr Cohen is under investigation for possible bank fraud, wire fraud and campaign finance violations. Attorneys for Cohen said this week they had no reason to believe Avenatti had the information lawfully. All have confirmed payments to Cohen.

The filing shows he paid Michael Cohen between $100,001 (£75,000) and $250,000 for expenses incurred in 2016.
