Teachers to rally in Frankfort Friday

The educators don't all agree on whether the General Assembly should override Gov. Matt Bevin's veto of the state budget bill, but there is a consensus that teachers will keep up the pressure until they get the funding result they want.

Erlanger-Elsmere and Gallatin County school districts announced ahead of time Thursday that they are closing so teachers can head to Frankfort and protest pension reform.

Senate budget Chairman Chris McDaniel quickly responded, saying that legislators budgeted about $96 million in "excess funds" - in other words, more income than spending - and they added $50 million more to the state's "rainy day" reserve fund. "I guarantee you somewhere today a child was physically harmed or ingested poison because they were home alone because a single parent doesn't have any money to take care of them", Gov. Bevin said. "I don't know that it's true for them", said Goodman.

The governor's response to the striking teachers sparked outcry and disbelief from state lawmakers and educators. But 57 House Republicans, later joined by just enough Senate Republicans, voted to override, asserting their independence after a tumultuous year marred by a sexual harassment scandal.

Bevin had vetoed both bills, warning the new taxes would not generate enough money to cover the new spending.

"Raises roughly $480 million in new revenue to put towards our pension systems, to restore cuts to education that were important to us, and so I think there will be a positive effect on the budget as a whole", Meredith mentioned.

While schools in more than 30 districts are expected to be closed today because of the number of teachers taking part, McCracken and Paducah will remain open.

The closure will allow teachers to attend the end of this year's legislative session, Superintendent Steve Miracle said.

Kentucky Education Association President Stephanie Winkler said Friday night she was appalled at Bevin's comment.

A survey done in 2011 and summarized in 2013 found that two percent of 5-year-olds and 6-year-olds who lived with their mother were left alone some of the time they weren't in school; that proportion increased to almost 30 percent of 14-year-olds.
