The federal government must agree to California's terms before the troops would be deployed. It will not be a assignment to locate women and children or detain persons escaping violence and trying a better existence.

So far, only Texas, Arizona, and New Mexico have agreed to send guardsmen, after President Trump called for a military response to what he calls "lawlessness" at the border.
