Local reports said the driver shot himself repeatedly while sitting in the driving seat immediately afterwards.

The van hit a crowd of people outside the popular bar Kiepenkerl.

Muenster, a major university city, has about 300,000 residents and an attractive medieval city center that was rebuilt after World War II.

Local media have identified the perpetrator as a German living in Muenster who had been suffering from psychological problems, but police wouldn't confirm those details.

The prosecutor's statement claimed no body was arrested during the raids. Police were told about the email and went to the man's Muenster home but he was not there. They asked the public to only trust information provided by authorities. The report said the man had wanted to revenge after the death of his accomplice Amri. Germany has very strict privacy laws on medical issues. They said there was no sign of a political motive for the attack. Muenster prosecutor Elke Adomeit told reporters on Sunday that there had been three court hearings involving the deceased van driver in the city, as well as one in the town of Arnsberg, in 2015 and 2016, Die Welt reported. "But he was well known to the police".

A top German security official said there was no indication of an Islamic extremist motive but officials were investigating all possibilities in the deadly crash that took place at 3:27 p.m. on a warm spring day. Their names were not released, as is customary in Germany.

The silver-grey van was hauled away hours later after explosives experts had thoroughly checked it.

In the end, they found only the weapon used by the 48-year-old driver to kill himself, a blank-firing pistol and some powerful fireworks. Police also found several gas bottles and canisters containing gasoline and bio-ethanol, but did not know yet why they were stored there.

In a statement tweeted by a German government spokeswoman, Merkel said "everything is now being done to clarify the act and support the victims and their families".

The Dutch Ministry of Foreign Affairs said two of those injured were Dutch, one of whom was in a critical condition.

Armin Laschet, the governor of North Rhine-Westphalia state where Munster is located, has also toured the city.

Armed Police officers are seen at the scene when several people were killed and injured when a vehicle ploughed into pedestrians in Muenster, western Germany on April 7, 2018.

Witnesses said people ran away screaming from the city square after the crash.
