The rebels have been negotiating with Russian Federation, a key ally of Mr Assad, for days on an agreement to evacuate Douma.

In a first wave of the evacuations from Douma under the deal, more than 1,100 people - Jaish al-Islam fighters and family members - set off late Monday to the rebel-held town of Jarabulus in northern Syria, state news agency SANA said.

Jaish al-Islam, which has been defending the eastern Ghouta town of Douma against a ferocious onslaught by Russian-backed Assad regime forces, has not confirmed the agreement with the regime.

The U.S., however, became involved in Syria's seven-year civil war before the rise of ISIS and supported various insurgent groups trying to topple Syrian President Bashar al-Assad beginning 2011.

A rebel faction trapped by Syrian government forces outside the capital agreed to evacuate to northern Syria on Sunday as talks continued over lifting the siege against the town of Douma, where tens of thousands of civilians await relief.

In the past few weeks, Russia-backed evacuation deals have seen more than 46,000 people - fighters and civilians - board buses with scant belongings to be driven to the northwestern province of Idlib, which is largely outside government control.

Pope Francis called yesterday for an end to "carnage" in Syria and "reconciliation" in the Middle East in his Easter message.

In a speech delivered by Secretary of State Rex Tillerson barely two months ago, the administration publicly declared its intention to stay in Syria more or less indefinitely, not merely to ensure the final destruction of ISIS, but to achieve the longstanding goal of USA imperialist policy in the country, the ouster of the Assad regime, which is allied to Iran and Russian Federation, and its replacement by a U.S. puppet. He asked that "provisions be made to facilitate access to the aid so urgently needed by our brothers and sisters, while also ensuring fitting conditions for the return of the displaced" to Syria.

Now that the Islamists have lost 98 per cent of the ground they once held, according to the Pentagon, Mr Trump last week told supporters it is nearly time to bring the 2,000 or so United States troops home from Syria.

After a six-week blitz the only remaining scrap of rebel-held territory centres on the main town of Douma, but Moscow-brokered talks over a possible evacuation have stalled as the group controlling it has pledged to stay put.

A council member of Douma in Eastern Ghouta has said reports of a deal to surrender the opposition-controlled town to the Syrian government are not true.

Faylaq al Rahman did not have a significant presence in the Douma.

"Of course I would rather leave".
