Turki Al-Malki, spokesman of the coalition, said in a statement carried by the Saudi Press Agency that the tanker came under attack at around 1.30 p.m. on the worldwide waters, west of the port of Hodeidah, which is under the control of armed Houthi militias.

Riyadh has repeatedly accused the Houthis of acting as a proxy force for Shia Iran, Saudi Arabia's arch-foe in the region.

The 12 victims were all from the same family, they said. It gave no further details.

The Saudi-led coalition shut down the country's land, sea and air borders previous year in response to a missile attack by the Houthis that was intercepted near Riyadh.

Saudi Arabia, along with the United Arab Emirates, has bombed and killed Yemen's Iran-allied Houthi rebels in addition to thousands of civilians.

The funding appeal came a day after several children were among those killed in a strike on the rebel-held port of Hodeida. The coalition said it fell 1.75 km inside Yemen, but the Houthi-run Saba news agency said it hit a Saudi military base causing unspecified casualties. Tehran and the Houthis deny the charge.

Speaking at a high-level pledging conference in Geneva held to discuss the crisis in Yemen, Antonio Guterres asked donor countries to provide almost $3 billion in aid to the country where humanitarian access is restricted in 90 percent of districts.

The UN has said that three-quarters of Yemen's population - about 22 million people - need some form of aid.

Griffiths has already held talks with Houthi authorities as well as internationally-recognised Yemeni President Abd-Rabbu Mansour Hadi and Saudi officials in Riyadh.

Additionally, USAID announced that because humanitarian support will not prevent Yemen's economic and social downfall, the U.S.is in the process of providing $55 million in economic and development aid, pending Congressional approval. There were conflicting reports on the number of rebels versus civilians killed in the strike which was believed to have been carried out by the Saudi-led coalition.

Guterres said he saw "positive perspectives" for preparing a plan of action "to lead to an effective inter-Yemeni dialogue able to achieve a political solution, with of course the involvement of all those that are relevant in this conflict".
