More than 50 million people live in areas under a winter storm watch or warning. Thunder and lightning are much more common in warm-season thunderstorms, according to meteorologist Jeff Haby.

Some areas outside Philadelphia already have seen the kind of fast and heavy snowfall that forecasters fear will plague motorists in NY and New England later in the day.

The weather service expects travel to be "very hard to almost impossible" due during the evening commuting hours.

Huge snowflakes fell to the ground swiftly in eastern Pennsylvania.

Utilities are racing to restore power to tens of thousands of customers in the Northeast still without electricity after last week's storm as another nor'easter threatens the hard-hit area with heavy, wet snow, high winds, and more outages.

The second winter storm within a week crept into NY and surrounding states on Wednesday, with forecasters predicting intensifying snowfall that could snarl the evening rush hour as thousands remained without power from the last nor'easter.

Massachusetts Gov. Charlie Baker urged residents to use caution then.

Plan on slippery road conditions, including during the evening commute. "Stay off the roads during the height of the storms this afternoon if you can".

Damaging winds are forecast with gusts of up to 60 mph on Cape Cod, 45 mph at the Jersey shore and 30 mph around suburban Philadelphia. Tree branches could fall due to wind gusts up to 45 to 50 miles per hour this afternoon and evening.

Tractor-trailers have been banned on the New York State Thruway from the Syracuse area to New York City.

All schools were closed in Philadelphia while schools across the region canceled classes or shortened the school day ahead of the storm, local news media reported.

In Pennsylvania, all commercial vehicles are banned from interstates 380 and 84, while empty straight trucks, double trailers and other types of commercial carriers have been ordered off several other major interstates including 78, 81 and 80.

New York City should see at least a foot of snow by the time the storm winds down later Thursday, the National Weather Service said.

The heaviest snow was expected in ME, where up to 18 inches was possible. But if the rain/snow line moves farther east, Boston's snow accumulation would rise.

The National Weather Service explained that it infrequently occurs during a fierce snowstorm in a similar way to a thunderstorm with rain. Some coastal New England and New Jersey communities are still feeling the effects of that storm.
