Russian news agencies quoted Lavrov as saying: "If somebody is very eager to use force to wipe out North Korea, as the United States' U.N. envoy said, it was a very bloodthirsty tirade".

Speaking on a visit to Belarus on November 30, Lavrov also rejected a USA call to sever ties with North Korea following its latest ballistic-missile test.

"If someone really wants to use force to, as the U.S. representative to the United Nations put it, destroy North Korea. then I think that is playing with fire and a big mistake", Lavrov told reporters.

"We will do everything to ensure that (the use of force) doesn't happen so that the problem is decided only using peaceful and political-diplomatic means", said Lavrov.

Haley made the remarks during a UN Security Council (UNSC) emergency session on Wednesday, following the DPRK's most recent intercontinental ballistic missile (ICBM) test a day earlier.

"While condemning Pyongyang's nuclear missile adventurism, we can not but condemn the provocative behavior of our American colleagues", Lavrov said in an interview with Belarusian broadcaster STV.

"Unfortunately, in the last couple of months there has been an impression that there are people in Washington who are trying to provoke Pyongyang to make new reckless moves at any cost", the minister said.

Lavrov reiterated that in September, the U.S. made it clear that the next military exercises with South Korea were not to come until spring. Instead, the U.S. suddenly announced it would be holding the drills in October, then November, then December.

Lavrov also reminded of the roadmap, jointly developed by Russian Federation and China, which implied rejection of any actions that fuel tensions and transition to negotiations.

Implementing sanctions, then, has been a way for China to "punish" North Korea and yet it has suggested it was prepared to defend the country if the US attacked it, according to an editorial in Chinese state run newspaper The Global Times.

Washington called on nations to cut relations with Pyongyang and warned that North Korea's leadership will be "utterly destroyed" if war breaks out. "He said North Korea is ready to sit down at the negotiating table".
